The Programme Management Officer will be responsible for the development, implementation, and evaluation of assigned programmes related to technical cooperation activities. The officer will monitor and analyze programme development and implementation, review relevant technical cooperation documents and reports, and identify problems and issues to be addressed and propose corrective actions.
Key Responsibilities:- Participate in the development, implementation, and evaluation of assigned programmes, etc. relating to technical cooperation activities;
- Monitor and analyze programme development and implementation;

- Identify problems and issues to be addressed and propose corrective actions;
- Liaise with relevant parties;
- Identify and track follow-up actions;
- Research, analyze, and present information gathered from diverse sources on technical cooperation;
- Assist in technical cooperation policy development, including the review and analysis of issues and trends, preparation of other research activities and studies;
- Prepare various written outputs, e.g. draft background papers, analysis, sections of reports and studies, inputs to publications, etc.
- Provide substantive support to consultative and other technical cooperation meetings, conferences, etc., to include proposing agenda topics, identifying participants, preparation of documents and presentations, etc.
- Undertake technical cooperation outreach activities; conduct training workshops, seminars, etc.; make presentations on assigned topics/activities;
- Participate in or lead technical cooperation field missions, including provision of guidance to external consultants, government officials and other parties and drafting mission summaries, etc.
- Coordinate activities related to budget and funding (programme/project preparation and submissions, progress reports, financial statements, etc.) and prepares related documents/reports (pledging, work programme, programme budget, etc.).
- Assist member States in formulating national technical cooperation frameworks and monitors their implementation; Acts as the focal point for the ESCWA TC Network; Reviews various RPTC substantive outputs, e.g. reviews background papers, consultancy reports, advisory mission reports, etc.; Reviews, appraises and revises, as necessary, all submissions for RPTC requests, ensuring compliance with mandates; identifies problems/issues and liaises with member States to solve them, assesses replies, and suggestions for further action; tracks resolutions and other legislative mandates that affect the RPTC content and oversees the preparation of the relevant database(s) to ensure the incorporation of legislative and other changes enacted by legislation; acts as the focal point for South-South Cooperation at ESCWA
- Advanced university degree (Master's degree or equivalent) in business administration, management, economics, social sciences or humanities or a related field is required;
- A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree;
- Knowledge of UN rules and regulations regarding legislative mandates, intergovernmental processes and technical cooperation programmes is required;
- Experience in servicing meetings of international organizations and providing support to member States is required;
- Strong drafting skills in English, Arabic and French with familiarity with UN reporting standards is desirable;
- A minimum of five years of progressively responsible experience in programme management, administration or related area is required;
- A minimum of one (3) years of experience in working with senior government officials is required;
- Experience in servicing meetings of international organizations and providing support to member States is required;
- A minimum of four (4) years of experience in managing technical cooperation programmes related area is desirable;
- Fluency in English, Arabic and French is required.
