Organizational Background:
Assisting more than 115.5 million people in 120 + countries each year, the World Food Program (WFP) is the leading humanitarian organization saving lives and changing lives, delivering food assistance in emergencies, and helping individuals and communities find life-changing solutions to the multiple challenges they face in building better futures.
In conflict situations, we bring relief to exhausted populations and use food assistance to build pathways to peace and stability – work for which WFP was awarded the Nobel Peace Prize in 2020.
WFP Lebanon provides cash assistance to Syrian refugees and in-kind assistance to vulnerable Lebanese, while supporting the Government in strengthening social safety nets. WFP supports resilience-building activities, and its school meals programme improves nutrition and school attendance. Since October 2023, WFP has provided food and cash assistance to people affected by the conflict and has scaled up its food assistance including the distribution of daily meals following the recent escalation.

Contract Duration: 12 Months, (Renewable based on availability of funds, business needs and performance)
Job Purpose: WFP is globally recognized for its ability to deliver food assistance rapidly to people in need. The AAP/GPI unit ensures accountability through effective two-way communication with affected populations via community feedback mechanisms and community engagement channels. It also promotes equal, safe, and dignified access to assistance for all vulnerable people, tailored to their specific needs.
Under the supervision of the Head of the AAP/GPI Unit, the Programme Policy Officer (Gender, Protection, Disability, Inclusion) will support efforts to ensure WFP has appropriate measures in place to safeguard the safety, dignity, and integrity of affected populations, and that assistance is delivered impartially and equitably.
The role will assist the Lebanon Country Office in integrating gender, protection, disability inclusion, and other inclusion considerations into WFP programmes and operations, in line with WFP policies and guidelines.
The Programme Policy Officer (GDPI) will support the implementation of activities related to Gender, Protection, Disability Inclusion and other areas of Inclusion, including inclusive data collection, relevant context analysis and monitoring, building capacity of WFP staff, partners, and government counterparts, and integrating GPDI approaches into programmes. The role will also support the compilation and documentation of good practices and lessons learned to help reduce barriers and risks for affected populations.
In addition to practical experience and applied understanding of GPDI, this position requires good coordination and organizational skills, analytical skills, the ability to work collaboratively with different teams, and good communication skills to engage effectively with internal and external stakeholders.
Key Responsibilities (not all-inclusive, nor exhaustive):
- Contribute towards the development of a limited number of projects, plans and processes, ensuring alignment with wider programme policies and guidance.
- Provide project management support to specific and defined programmes and projects of small to moderate size that are relatively straight forward in nature, ensuring a coordinated approach with wider programmes that complies with WFP standards and procedures.
- Follow data gathering and monitoring systems ensuring that rigorous quality standards are maintained.
- Research and analyse policy and operational issues to support senior colleagues in the development of policies, programmes and activities.
- Contribute to the preparation of accurate and timely reporting on programmes and activities that enable informed decision making and consistency of information presented to stakeholders.
- Liaise with internal counterparts to ensure effective collaboration, monitor ongoing projects.
- Support the identification, development and management of potential partnerships to collaborative working leading to improved food assistance packages.
- Support the capacity building of WFP staff, partners and national government to prepare for and respond to food assistance needs, e.g. through project management support of learning initiatives.
- Provide guidance to support staff, acting as a point of referral and assisting them with
- analysis and queries.
- Perform other related duties, as required.
STANDARD MINIMUM ACADEMIC QUALIFICATIONS:
Education: Advanced University degree in International Affairs, Economics, Nutrition/Health, Agriculture, Environmental Science, Social Sciences or other field relevant to international development assistance, or First University Degree with additional years of related work experience and/or trainings/courses.
Experience: One (1) or more years of postgraduate professional experience (after completion of Advanced University degree) or three (3) years or more after completion of First University degree in development work, humanitarian assistance and/or disaster risk reduction, conducting protection, gender and/or disability-specific analyses, assessments and working on including gender, protection and/or disability inclusion considerations into programme design and implementation. Experience in strengthening Government capacity and/or influencing policy is an advantage.
Language: Fluency in both oral and written communication in English and Arabic. Knowledge of French language is desirable.
Required Skills and Knowledge for entry into the role:
- Experience supporting the integration of gender, protection, disability inclusion, and other inclusion considerations into programme activities, ideally in a humanitarian context.
- Good understanding of gender, protection, disability inclusion principles and familiarity with related accountability standards.
- Experience supporting the implementation of projects and providing guidance to support staff, team activities and liaising with stakeholders.
- Ability to communicate clearly and professionally, both verbally and in writing, including preparing reports and sharing information effectively.
- Good interpersonal skills and ability to work collaboratively within a team and with different stakeholders.
- Ability to collect and organize information, identify trends, and provide practical suggestions.
- Good organizational skills, including the ability to manage multiple tasks and meet deadlines.
- Proficiency in MS Office tools (Excel, Word, PowerPoint) and ability to work with databases and analyse data.
Desirable skills and knowledge
- Familiarity with humanitarian programmes in Lebanon and GPI-related challenges.
- Experience in supporting capacity building for Government counterparts on GPI aspects.
- Data literacy and awareness of privacy considerations.
