UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.Multiple, compounding crises are causing severe hardship to people residing in Lebanon, aggravating existing imbalances, inequalities, vulnerabilities, and risks, particularly for the most vulnerable. Lebanon continues to host the largest number of refugees per capita in the world, adding further pressures on already deteriorated basic services. In addition, military actions continue to escalate in the South of Lebanon since 8 October 2023, that has led to the killing and injuring of civilians in the south of Lebanon and the internal displacement of tens of thousands of people.
Despite commitments in Lebanon's NAP , and despite a vibrant feminist movement and the fact that Lebanon historically was one of the first countries in the Arab region to grant women their right to vote in 1952, women in Lebanon continue to face structural discrimination manifested in the underrepresentation of women in political leadership position, violence against women and low labour force participation and access to decent jobs 1. Globally, Lebanon ranks 144 of 146 countries on women's political empowerment in the 2023 Global Gender Gap Report (GGGR) of the World Economic Forum 2, and lags far behind its Arab peers, ranking 15 of 17 countries in the region in female parliamentarians 3. Furthermore, the law codifies gender inequalities across a range of issues, including those related to personal status, access to political offices, protection, and nationality, along with a myriad of other factors impacting women's equal access to political leadership, such as the challenging electoral framework, patriarchal political parties, the sectarian system, high cost of election campaigning, media bias, and entrenched negative social norms and gender stereotypes 4. Lebanon's National Action Plan on the UNSCR1325 (NAP prioritizes the inclusion of women in all aspects of conflict-prevention and peacebuilding, women's representation in governance, and in the security sector 5.
Reporting to the Country Representative and working in close collaboration with the Programme Management Specialist, the Gender Specialist across the Humanitarian-Development-Peace (HDP) nexus is responsible for capacity development on gender mainstreaming in HDP frameworks. Specifically: a) to lead and support coordination, partnership building and resource mobilization strategies in support of mainstreaming gender in HDP nexus programmes; and b) to advocate and facilitate knowledge building and management and communication on gender mainstreaming in HDP nexus programmes.
Lebanon is ranking 132 of 156 countries in the Global Gender Gap Index 2021.World Economic Forum Global Gender Gap Report 2023.Lebanon is listed 15th out of 17 Arab countries in women's representation in Parliament.UN Women, 2019, Pursuing Equality in Rights and Representation – Women's experiences Running for Parliament in Lebanon's 2018 Elections.NAP 1325 Outcome 4: Women's participation in national dialogues, peace negotiations and peace mediation is increased to promote dialogue and ensure gendered perspectives that take into account women's needs; Develop a national network of female mediators.Duties and Responsibilities:
Capacity development on gender mainstreaming in HDP frameworks:
Lead the design and implementation of gender-sensitive programming within humanitarian projects.Provide technical guidance to program teams on gender mainstreaming, ensuring the inclusion of marginalized groups.Develop and deliver training sessions on gender-related topics for staff and partners.Provide strategic gender advisory expertise to strengthen the capacities of the Humanitarian Country Team (HCT), humanitarian sectors and the Inter-Sector Coordination Group (ISCG) on gender-responsive planning, monitoring and reporting, and gender analysis.Provide technical support to ensure that a gender perspective is mainstreamed in the work of the humanitarian sectors and relevant working groups, and support preparedness and recovery, including by building capacity of local women's organizations to engage in preparedness and recovery.Contribute to the development of periodic Gender Alerts, which highlight key issues to be addressed on WPS and HA.Contribute to the preparation of gender assessments to generate sex, age, and disability disaggregated data (SADDD) and evidence to inform WPS and humanitarian strategic decision making, planning, prioritization, responses and programming.Provide guidance and technical support on gender mainstreaming in the development and implementation of interventions on WPS and HA.Prepare analytical reports, briefing notes, background papers, summaries, talking points and others as required by the Country Representative.Lead and support coordination, partnership building and resource mobilization strategies in support of mainstreaming gender in HDP nexus programmes:
Contribute to the development of new project proposals for use in resource generation.Identify potential programmatic areas of cooperation, based on strategic goals of UN Women, country needs and donors' priorities, and develop the relevant partnerships for the advancement of gender in humanitarian action and nexus approach.Support UN Women's engagement in discussions on potential flash appeals.Represent UN Women in and support relevant UN inter-agency groups, such as the Gender Working Group, the GBV working group, and the Inter-Sector Coordination Group, as designated by the Representative.Propose possibilities for Joint Programmes with other UN agencies on gender and humanitarian action.Advocate and facilitate knowledge building and communication on gender mainstreaming in HDP nexus programmes:
Manage the process of compiling and analysing reports and lessons learned and contribute to UN Women's knowledge management efforts.Support in organizing advocacy campaigns, events, trainings, workshops, and knowledge products.Support the communication team with developing specific messages on gender mainstreaming in HDP nexus that can support outreach.Advocate for the engagement and participation of local women's organizations and civil society networks in humanitarian coordination mechanisms and peace spaces.Required Skills and Experience:
Education:
Master's Degree or equivalent in Social Sciences, International Development studies, Gender, Peace studies or related field;A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.Experience:
Minimum of 5 years of experience in gender equality positions, preferably in humanitarian settings.Strong understanding of gender mainstreaming principles and their application in emergency response.Proven experience in conducting gender analyses and assessments.Excellent interpersonal and communication skills, with the ability to work collaboratively in diverse teams.Familiarity with international standards and frameworks related to gender in humanitarian action.Language requirements:
