Organizational Background:

WFP Lebanon provides cash assistance to Syrian refugees and in-kind assistance to vulnerable Lebanese, while supporting the Government in strengthening social safety nets. WFP supports resilience-building activities, and its school meals programme improves nutrition and school attendance. Since October 2023, WFP has provided food and cash assistance to people affected by the conflict and has scaled up its food assistance including the distribution of daily meals following the recent escalation.

Contract Duration: 11 Months, (Renewable based on availability of funds, business needs and performance).
Job Purpose:
Under the direct supervision of the Head of Security, this position is based in the Beirut Country Office with frequent travel to the field. The incumbent will contribute to the daily management of WFP's security operations and support the effective delivery of programmes that address food assistance needs while ensuring the safety and security of WFP personnel, operations, and facilities.
Key Responsibilities (not all-inclusive, nor exhaustive):
- Provide technical advice and support e.g. security assessments and plans to COs to strengthen the capacity within security management and crisis readiness and preparedness.
- Contribute to the development of systems and tools for the monitoring and assessment of security situation needs in line with innovative methodologies and best practices.
- Contribute in conducting context analysis in conflict affected areas of operations, determining the key characteristics and locations of non-state armed groups (NSAG).
- Assist with communications and negotiations to garner security guarantees or "acceptance" for WFP to operate in NSAG's areas of control.
- Keep up to date with and advise upon local security developments and issues and the potential impact upon WFP operations to inform security and operational activities.
- Contribute to monitoring and maintaining an effective security management communications system that enables rapid and co-ordinated security activities.
- Contribute to productive relationships building with local partners to align activities and optimise the best protection for staff, activities and facilities.
- Work in close collaboration with internal counterparts to align activities with wider programmes and ensure compliance with security policies and procedures.
- Where supervisory responsibilities apply, manage security staff, providing coaching and guidance to ensure appropriate development and enable high performance.
- Participate at local and inter-agency meetings e.g. Security Co-ordination Cells to present relevant security issues and contribute to technical discussions, exchange of knowledge and experience.
- Support in organizing and delivering training sessions to build the security capabilities of WFP and external partners.
- Prepare accurate and timely reports, e.g. mandatory Field Security reports that enable informed decision making and consistency of information presented to stakeholders.
- Support the monitoring and evaluation of WFP activities, providing technical analysis and information as required to support the assessment of activity impact.
STANDARD MINIMUM ACADEMIC QUALIFICATIONS:
Education: Advanced University degree in Security Management, Risk Management, International Relations, Law Enforcement, Analytics or other relevant field; OR First University degree with additional years of related work experience and training/courses (SCP/LSA/SAPP). A diploma obtained from Military/Police Academy with qualifying relevant experience may be accepted in lieu of the first University degree.
Experience: A minimum three (3) years or more of progressively responsible professional experience in security management (relevant military, policy or corporate) and/or security risk management, with a background and interest in international humanitarian development. Experience in managing staff.
Language: Fluency in both oral and written communication in English. Knowledge of French or Arabic language is desirable.
Required Experiences for entry into the role:
- Sound understanding of security risk management concepts and humanitarian principles.
- Good Knowledge of security analysis, and UNMSS policies, practices and application
- experience in an emergency response and high-risk operational capacity
- experience providing provided direction and instruction to more junior staff members within area of expertise
- Ability to coordinate action/reports with security entities of local/national government, UN agencies and other humanitarian actors
- Experience in planning and execution of security measures
- Ability to assimilate and analyze complex issues using independent judgment and anticipate potential strategic impact.
- Knowledge of common business principles and processes, and the ability to quickly assimilate UN/WFP specific processes and systems.
Desired Experiences for entry into the role:
- Experience in a multicultural environment with related areas of expertise.
- Previous experience in UN Missions, International Peacekeeping or Emergency Missions is desirable
