Under article 4.2, paragraph (e) of the Staff Regulations, the filling of vacancies in technical cooperation projects does not fall under Annex I of the Staff Regulations and is made by direct selection by the Director-General.

Technical cooperation appointments are not expected to lead to a career in the ILO and they do not carry any expectation of renewal or conversion to any other type of appointment in the Organization. A two-year fixed-term contract will be given. Extensions of technical cooperation contracts are subject to various elements including the following: availability of funds, continuing need of the functions and satisfactory conduct and performance.

IntroductionSince 2011, with the onset of the Syria crisis, the ILO has played a critical role in supporting countries hosting Syrian refugees, including Lebanon, to address the labour market impacts of large-scale displacement, strengthen resilience, and prevent the erosion of labour standards. Through several complementary development cooperation (DC) projects, ILO's response to forced displacement in Lebanon has focused on enhancing resilience of the crisis-distress labour market and creating better livelihoods and employment opportunities for both Lebanese host communities and Syrian refugees. It has been doing so by promoting the development of market relevant skills; enhancing employment placement services and labour market governance, and promoting micro, small and medium sized enterprises, as well as sectors with potential for decent job creation; and strengthening social protection schemes.
As of early 2025, the ILO has been expanding its efforts in Lebanon to work on systems strengthening and adapting its direct interventions on the ground to be aligned with the reform agenda of the new Government, priorities of its social partners, and evolving needs of the beneficiaries. In parallel, the latest political and economic developments in Syria are shaping new dynamics in Lebanon and the region at large and creating real prospects for the voluntary return of Syrian refugees to their country. In response, the ILO is engaged in developing several new initiatives in Lebanon and Syria to promote durable solutions, including through enhancing access to decent work for refugees and returnees. Two key Durable Solutions initiatives proposed are under the Opportunity Fund of the Netherlands-funded PROSPECTS Partnership, implemented by ILO, IFC, UNHCR, UNICEF, and the World Bank response to forced displacement; and a new EU-funded programme, to be jointly implemented with UNHCR and IOM.
The EU-funded joint programme supports voluntary returns and inclusive recovery in Syria, while helping Lebanon manage return dynamics and strengthen labour governance. Within this framework, the ILO leads on labour market and decent work components, with tailored interventions in each country. In Lebanon, the ILO supports efforts to reduce informality, address skills mismatches, and expand access to decent work, while supporting strengthening labour market governance. In Syria, the focus is on labour market governance, skills development and active labour market interventions to support the reintegration of returnees and vulnerable groups.
The incumbent will assist in providing technical guidance on M&E systems, ensuring effective data collection, analysis, and reporting for project activities.
Reporting line:
The incumbent will report to the Project Manager – Durable Solutions. H/she will work in close coordination with Regional Monitoring, Reporting, and Knowledge Management Officer for PROSPECTS in the Arab States. S/he will receive overall guidance from the Regional Chief Technical Adviser for PROSPECTS and related DC programmes on Displaced Persons and Durable Solutions and technical guidance from the Regional Programming Unit in ROAS and HQ.
Description of Duties- Under the guidance of the Project Manager, assist in the implementation of the project by planning, monitoring and evaluation of project activities: coordinate monitoring, reporting and data consolidation for the Joint EU Programme on Durable Solutions in Lebanon and Syria, ensuring compliance with EU reporting standards, visibility requirements, and audit expectations. Ensure conformity with ILO policies and project strategies, ILO programming guidelines and country/action programs, and Office procedures and practices.
- Maintain and update the programme's results framework, including indicator tracking tables and monitoring tools, and support country teams in applying these tools consistently.
- Ensure coordination and complementarity with PROSPECTS in the Arab States by aligning monitoring approaches, reporting timelines, and knowledge products,
- Co-ordinate, promote linkages and share best practices and lessons learnt across the two initiatives with other relevant ILO projects/programs, ILO units and external stakeholders.
- Work closely with implementing partners and project focal points to collect, verify, and validate project data, ensuring accuracy, completeness, and reliability. Prepare consolidated inputs for EU progress reports, briefing notes, dashboards, donor presentations, and ILO internal monitoring systems.
- Support the review and quality assurance of implementing partners' reports, in close coordination with technical leads. Promote the use of standardized monitoring and reporting tools, strengthen data quality, and verify compliance with donor requirements. Follow up on data gaps or inconsistencies with Technical Officers and field teams to ensure timely corrective action.
- Support inter-agency coordination efforts linked to the EU Programme by preparing technical inputs, summary notes, and follow-up documentation. Participate in working-level HDPN and thematic coordination meetings, as required.
- Prepare short analytical inputs, thematic notes, and data summaries related to displacement, decent work, labour market trends, skills, and reintegration, in line with programme priorities and donor reporting requirements.
- Contribute to capacity-building activities by supporting the development of training materials and facilitating sessions on monitoring tools, reporting standards, and data quality assurance for ILO staff and implementing partners.
- Conduct monitoring missions, as needed, to support data verification, follow up with partners, and provide technical assistance in line with ILO procedures and approved workplans.
- Provide inputs to corporate reporting frameworks, including DWCP outcomes, the ILO Strategic Budget Results Framework, and UNSDCF reporting, in collaboration with the Regional Programming Unit.
- Perform any other relevant duties, as assigned by the supervisor.
- Advanced university degree (master 's or equivalent) in economics, development studies, social sciences, management, or a relevant field.
- A first-level university degree (bachelor's or equivalent) in one of the afore-mentioned fields or other relevant field with an additional two years of relevant experience, in addition to the required experience stated below, will be accepted in lieu of an advanced university degree.
- At least five years of professional experience in programme or project design, management, monitoring, knowledge management evaluation is required.
- Prior experience with UN and international organizations is a strong advantage, as would be work in the context of forced displacement.
- Direct experience in coordinating, and implementing evaluations is highly desirable.
Excellent knowledge of English and good knowledge of Arabic will be an advantage.
Competencies- Good knowledge of the programmes, operations and activities of the UN organizations.
- Knowledge of methods for the monitoring and evaluation of socio-economic development programmes and projects with specialization in the application of qualitative and quantitative methods.
- Knowledge of processes and tools for design, monitoring and evaluation based on Theory of Change, the Logical Framework Approach and Results-based Management.
- Ability to provide technical advice and to guide and coordinate the work of external collaborators, general service staff and young professionals in the area of specialization.
- Ability to formulate new concepts and methodologies.
- Ability to draft reports and prepare guidelines relating to programme development and implementation.
- Good computer skills.
- Ability to work in a multicultural environment and gender-sensitive behaviour and attitudes are also required.
- Ability to communicate effectively both orally and in writing,
- Excellent analytical skills and knowledge of analytical tools and qualitative and quantitative techniques.
- Ability to prioritize work, work under pressure, and meet strict deadlines. Excellent organizational skills.
- Ability to take initiatives and work independently with minimum supervision.
- Flexibility and willingness to learn and undertake personal and professional development.
- Ability to develop training materials, alternative courses of action, and project proposals, policy, and present them in workshops/meetings.
