Team Leader

Background

DCA Lebanon has worked in mine action since 2007. In addition to reducing the harm from explosion, clearance activities also release contaminated land for socio-economic development in the context of rising demands from the local and refugee population. In 2012, DCA began implementing humanitarian and development projects through local partners and scaled up its operations in 2021 due to the deepening crisis in the country.

Role

The objective of this position is to provide help for the site supervisor in controlling the mine action team working under his responsibility in line with DCA SOP & NMAS.

Responsibilities

• Supervise the deminers on field during clearance.
• Ensure that the team members always adhere to the DCA SOP and NMAS.
• Check for abnormalities in the cleared area of the clearance task every morning prior to start of work. 
• Ensure that the team's members under their supervision are wearing the correct PPE.
• Ensure the team members under their supervision have the correct equipment prior to starting work.
• Ensure the team remove their mobile phones and all metal and jewelry prior to leaving the Control Point.
• Control and monitor the team members assigned to them whilst working.
• Deploy the team in accordance with the Site Supervisor's instructions.
• Carry out other tasks as dictated by changing circumstances or as required by the Site Supervisor.
• Control the CASEVAC exercises.
• Provide logistical information to the Site Supervisor concerning the team's equipment and requirements.
• Inform of the team attendance to the Site Supervisor and Medic.

• ضمان التزام أعضاء الفريق بإجراءات التشغيل المُوَحَّدة للمنظمة والمعايير الوطنية لمكافحة الألغام في جميع الأوقات.
• التّحقق من الاختلالات في المنطقة المُطهّرة المرتبطة بمهّمة الإزالة، وذلك صباح كل يوم قبل بدء العمل.
• ضمان أن أعضاء الفريق الذين هم تحت إشرافهم يرتدون معدات الحماية الشخصية الصحيحة.
• ضمان أن أعضاء الفريق الذين هم تحت إشرافهم لديهم المعدات الصحيحة قبل بدء العمل.
• ضمان أن يقوم أعضاء الفريق بإزالة هواتفهم المحمولة وجميع المعادن والمجوهرات قبل مغادرة نقطة التحكم.
• التحكم في ومراقبة أعضاء الفريق الذين هم تحت إشرافهم أثناء العمل.
• نشرْ الفريقَ وفقا لتعليمات المشرف على الحقل.
• تنفيذ المهام الأخرى حسب ما تمليه الظروف المتغيرة أو كما يتطلب المشرف على الموقع.
• التحكم في تدريبات الإخلاء الطبي الطارئ.
• تقديم المعلومات اللوجستية المتعلقة بمعدات الفريق والمتطلبات الى مشرف الموقع
• ابلاغ المشرفَ على الموقعَ والطبيب عن حضور الفريقَ.

Background

• Minimum of 3 years' experience in HMA activities.
• Leadership skills/or Demonstrated leadership skills in managing and leading teams effectively.
• Command control.
• Substantial experience in demining operations and related fieldwork.
• In-depth understanding of demining techniques, procedures, and safety protocols.
• Proficiency in identifying and addressing abnormalities in cleared areas.
• Previous experience in coordinating team activities and ensuring adherence to protocols.
• Experience in adhering to DCA SOP (Standard Operating Procedures) and NMAS (National Mine Action Standards).
• Proven ability to address unexpected situations and make quick decisions in the field.
• Ability to delegate tasks, monitor progress, and ensure team members' adherence to SOPs and safety measures.
• Knowledge of DCA SOP and NMAS, with the ability to ensure team members always adhere to these standards.
• Skill in enforcing the correct use of personnel protective equipment (PPE) and ensure equipment readiness.
• Ability to deploy the team according to Site Supervisor's instructions and changing circumstances.
• Skill in providing clear instructions and ensuring tasks are carried out as required.
• Capability to address changing circumstances and unexpected situations while maintaining efficiency and safety.
• Proficiency in documenting team activities, progress, and any incidents that occur during operations.
• Ability to make swift and effective decisions during clearance tasks while ensuring safety and protocol adherence.

Reporting

• Regular reports on the performance and services will be submitted to the Team Site Supervisor on a weekly basis. 
• Regular check-ins and feedback sessions will be conducted to ensure effective coordination and support.
