The Economic and Social Commission for Western Asia (ESCWA) forms part of the United Nations Secretariat and, like the other regional commissions, operates under the supervision of the United Nations Economic and Social Council.

ESCWA comprises 21 Arab countries in Western Asia and North Africa.

ESCWA provides a framework for the formulation and harmonization of sectoral policies for member countries, a platform for congress and coordination, a home for expertise and knowledge, and an information observatory.

ESCWA activities are coordinated with the divisions and main offices of the Headquarters of the United Nations, specialized agencies, and international and regional organizations, including the League of Arab States and its subsidiary bodies, and the Gulf Cooperation Council.

This position is located in Cluster 2 on Gender Justice, Population, and Inclusive Development in the United Nations Economic and Social Commission for Western Asia (ESCWA - ).

The Social Affairs Officer will report to the Cluster Leader and/or to the Senior Social Affairs Officer.

Responsibilities

Within delegated authority, the Social Affairs Officer will be responsible for the following duties: Social Analysis 1.

Participates in the analysis of social development and social protection (focus on social insurance) issues in selected areas at the global, regional (mostly Arab region) and national levels (ESCWA member states); undertakes empirical research and analysis of trends and developments and related policy issues relevant to the unit/departmental mandate, projects and initiatives (focus on social protection and esp.

social insurance); 2.

Provides input to research and carried out by the cluster in areas such as social protection – particularly on social insurance – and recommends proposals for inclusion in reports to intergovernmental bodies, member states, etc.

3. Liaises with officials of governments, representatives of national, regional and global organizations, organizations of the UN system, etc.

on selected social protection policy issues related to the implementation of specific programmes/schemes, action plans or other initiatives, and provides advice on a range of related matters.

4.

Assists in the planning, organizing and servicing of technical and ad hoc expert group meeting; drafting reports and preparing summaries of meetings, etc.

5.

Represents the work unit at international and other meetings; organize and participate in working groups, meetings, conferences, consultations with other agencies and partners on social and economic development related matters.

6. Prepares/contributes to the preparation of various written reports, documents and communications, e.g. drafts reports or sections of analytical reports, studies, background papers, parliamentary documents, briefings, correspondence, etc. Intergovernmental support 1.

Provides support to intergovernmental processes dealing with social policies (particularly social protection/insurance issues) by:

preparing inputs for reports to intergovernmental bodies; following intergovernmental meetings and preparing summary reports; preparing inputs to statements by members of the bureau and Secretariat staff to such meetings; assisting in the organization of panels, round tables, etc.

Contribute to the ESCWA-facilitated intergovernmental (sub-)committee working on social protection (Expert Group on Social Protection Reforms in the Arab Region) by – amongst others – substantive input to their regular meetings and assisting in the implementation of the working group TOR.

Technical Cooperation 1. Organizes training seminars for national experts (e.g. in areas such as extension of social insurance coverage). 2. Support countries – upon demand – in developing national strategies/action plans etc. on social protection; 3.

Support countries in assessing social protection systems and in the related development of comprehensive national social protection systems and reforms country profiles; 4.

Prepares documentation for technical cooperation programmes and projects. 5. Contributes to the preparation of material for the approval of regional, country or sectoral technical cooperation projects. 6. Monitors, backstops and assesses the implementation of technical cooperation programmes and projects. 7. Participates in fact-finding and advisory missions to government and other activities in support of work programme. General 1. Provides guidance to, and may supervise, new/junior staff. 2.

Performs other related duties as required, including a variety of administrative tasks necessary for the final delivery of the work unit's services.

3. Undertakes on-the-job and other training activities, both internally and externally. 4.

Collects and analyzes data to identify trends or patterns and provide insights through graphs, charts, tables and reports using data visualization methods to enable data-driven planning, decision-making, presentation and reporting.

Education

Advanced university degree (Master's degree or equivalent) in sociology, economics, other social science or related field is required.

A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

A minimum of five (5) years of progressively responsible experience in socio economic development, policy analysis, sociological research or related area is required.

At least two (2) years of experience in social protection related research on social insurance related legislation and financing is desirable.

At least two (2) years of experience in the implementation of social insurance related legislation and financing schemes with a focus on low and middle-income countries is desirable.

Languages


English and French are the working languages of the United Nations Secretariat; and Arabic is a working language of ESCWA.

For this position, fluency in English is required; and knowledge of Arabic is desirable.

Note:
"Fluency" equals a rating of 'fluent' in all four areas (speak, read, write, and understand) and "Knowledge of" equals a rating of 'confident' in two of the four areas.

Assessment

Evaluation of qualified candidates may include an assessment exercise which may be followed by a competency-based interview.

United Nations Considerations
