The World Food Programme (WFP) is the United Nations frontline humanitarian agency addressing hunger and malnutrition worldwide.
In Lebanon, the ongoing humanitarian situation requires robust supply chain support to ensure the efficient delivery of assistance to vulnerable populations. The Supply Chain Officer will support optimizing supply chain operations by leading Institutional Capacity Strengthening opportunities in Lebanon, the region and globally, ensuring that WFP's humanitarian response is timely, effective, and in line with organizational standards and partner expectations.
In addition, due to its expertise in the field of humanitarian logistics, WFP was chosen to be the lead agency for the Logistics Cluster. Comprised of a diverse, multi-skilled group of logisticians, the Logistics Cluster is mandated by the Inter-Agency Standing Committee (IASC) to complement and co-ordinate the logistics capabilities of co-operating humanitarian agencies during large-scale complex emergencies and natural disasters. The Logistic Cluster is also tasked with: advocacy on behalf of the cluster approach, training, emergency roster management and preparedness, and the development of new tools and resources to benefit emergency humanitarian response operations.
Position Summary
Capacity Strengthening of national governments and training of humanitarian actors, WFP and Logistics Cluster staff is seen as key for the successful delivery of WFP Emergency Response and Logistics Cluster services and is an essential part of capacity building and preparedness. The Supply Chain Officer will report in country to the Head of Supply Chain for the work directly related to project in country. The Supply Chain Officer will report globally to the Head of Community Development for the responsibilities related to the Logistics Cluster community development team. The officer will contribute to the ongoing support, enhancement and development of Logistics Cluster training activities to include: new and existing courses, online learning and onsite training facilitation. In addition, they will act as the focal point for providing expertise on training methodology and on training evaluation and monitoring processes.
Telecommute agreement is available to this position in line with WFP Staff Rules and terms of condition.
ACCOUNTABILITIES/RESPONSIBILITIES:1.Lead the Institutional Capacity Strengthening for Supply Chain in Lebanon through activities such as tabletop exercise and supply chain capacity mapping and targeted supply chain strengthening activities. 2.Support WFP efforts to promote long term impact on the Lebanese national authorities' and humanitarian community supply chain preparedness. 3.Maintain Logistics Working Group with quarterly meetings in-person or online. 4.Actively contribute to the development of WFP and Logistics Cluster Supply Chain and Logistics training materials and courses in the framework of the Logistics Cluster. Training Programme, such as simulation exercises, presentations and handbooks. 5.Revise the training methodology, didactics and learning methods for the Logistics Cluster Training Programme. 6.Prepare the delivery of Logistics Cluster Trainings. 7.Facilitate WFP and Logistics Cluster Trainings on a global, regional and national level. 8.Participate in the development of plans, budgets and policies of training activities 9.Continuously improve guidelines, processes and procedures on preparing, planning, implementing and reporting on training activities. 10.Analyse, advise and propose, if applicable, the inclusion of new training methods and platforms. 11.Liaise professionally and work collaboratively with WFP internal functions, external consultants and logistics cluster participants. 12.Create reporting standards and templates and provide regular updates for external and internal communication purposes. 13.Act as alternate co-lead for the Logistics Cluster Training Programme, when required. 14.Other duties as required.QUALIFICATIONS & EXPERIENCE REQUIRED:Education:
University degree in Supply Chain Management, Logistics, Business Administration, International Relations, or related field.
Experience:
At least 7 years of relevant professional experience in supply chain, logistics, or humanitarian operations, including experience in emergency contexts.
Experience in development, implementation and facilitation of adult learning programs/trainings
Experience in simulation based learning methods
Understanding of and experience in the field of Emergency Preparedness is considered a plus.
Languages:
University degree in Supply Chain Management, Logistics, Business Administration, International Relations, or related field.
Knowledge & Skills:
Ability to meet deadlines and work under pressure, together with flexibility to respond to peaks in activity;
Ability to work successfully and creatively both independently and as part of a team;
Exceptional verbal and written communication skills;
Strong presentation and facilitation skills;
Well-developed computer skills using MS Office package (PowerPoint, Word, Excel) to be self-sufficient at producing reports and presentations.
Demonstrated experience in maintaining and proficiency in training and development including knowledge of adult learning theories and methods;
Experience in designing, monitoring and coordinating trainings including program planning, development and review;
Knowledge of developing e-trainings using e-learning programs.
Experience working within the humanitarian emergency or development sector, or other relevant international experience.
Understanding of the work of UN agencies and the practical considerations of field deployments;
Willingness to deploy to emergencies and conflict areas; living in harsh conditions
Proactive approach with the ability to give and receive open feedback.
Fluency in English (C1). Knowledge of Arabic and/or French is desirable.#
