The Adolescent Development Officer NOB provides TVET (formal and non-formal), TVET professional technical, operational and administrative assistance throughout the programming process to support the integration of adolescent development and participation in programmes/projects within the Country Programme. The Officer is responsible for preparing, executing, managing, monitoring and implementing a variety of TVET technical and administrative programme tasks to support the development and formulation of the adolescent development and participation programmes/projects within the Country Programme. The Adolescent Development Officer will be leading technically on the work related to UNICEF and MEHE TVET Directorate TVET National Strategic Framework , implementing and monitoring system TVET strengthening activities focused on formal and non-formal TVET quality education, Governance and Access. The Adolescent Development Officer will contribute to long-term resource mobilization efforts by identifying strategic co-funding opportunities and supporting the development of joint programme proposals with different donors to financially sustain UNICEF TVET Programme.

The Officer will play a strategic role in leading and supporting the design, implementation, and scaling of TVET interventions with the TVET Directorate at the Ministry of Education, in addition to MOSA, MOL and other ministries as relevant, that are inclusive, market-relevant, and aligned with national and global development agendas. This includes aligning with Sustainable Development Goals (SDGs) UNICEF's Strategic Plan, and national human capital development strategies. This includes advising governments and national stakeholders on TVET policy reform, institutional capacity strengthening, curriculum development, and certification frameworks.

To qualify as an advocate for every child you will have…

Minimum requirements:

  • Education:  A University degree in one of the following fields is required: Social Science (education, management, international relations, finance) or anthropology, psychology, sociology, education or another relevant technical field.
  • Work Experience: 
    • A minimum of two years of professional experience in TVET (formal and non-formal), policy development and implementation, social development planning and management in TVET adolescent development related areas is required.
    • Experience working in a developing country is considered as an asset; in addition to previous experience in TVET system strengthening (formal and non-formal); experience with private sector and government counterpart is an asset.
    • Previous experience with the TVET system, preferably within the TVET National Strategic Framework is highly desired for the legislative pillar of the TVET Multiple Flexible Pathway framework.
    • Extensive previous experience in TVET curricula development NFE curricula certification, TVET Training of trainers' design and in rolling out an out of school programs for vulnerable children and youth is highly desirable.
    • Relevant experience in a UN system agency or organization is considered as an asset.
  • Language Requirements: Fluency in English and Arabic is required. Knowledge of another official UN language is an asset.

UNICEF appointments are subject to medical clearance.  Issuance of a visa by the host country of the duty station is required for IP positions and will be facilitated by UNICEF.
