Job Summary

The Senior Proposals Engineer contributes to the development of technical and commercial transportation engineering related proposals. He / She supports the development of method statements and project timelines and the calculation of project delivery costs for design projects. The jobholder coordinates across functions and departments in the organization to seek input from subject matter experts during the proposal development stages, as needed. He / She is expected to reach out and coordinate the fulfillment of commercial proposal requirements (e.g. bid bonds, performance bonds, etc.) and the packaging and timely delivery of design proposals to clients.

Key Responsibilities
  • Support Proposal Managers with the development of proposals for design projects, including technical and commercial proposals
  • Supervise the collection of internal documentation from similar proposals and projects (e.g. regulations, standards, etc.), as needed
  • Support Proposal Managers with the development of method statements, project approaches, and scopes for proposals for design projects
  • Support Proposal Managers with the development of project timelines, including work breakdown structures, resource allocation, etc. for proposals
  • Contributes to the collection and consolidation of design staff resumes, project references, and other required information in the required formats for design proposals
  • Closely work with Proposal Managers during the coordination with the Contracts Department for the review of contract terms/conditions for design proposals
  • Support Proposal Managers in obtaining quotations from suppliers and subcontractors for design proposals, as required by the RFP scope and the bid strategy and design delivery model
  • Estimate man-hours required by the design Department / Sections for projects in coordination with the Proposal Manager
  • Calculate direct costs based on estimated man-hours by Design Departments / Sections
  • Work with Proposal Managers in coordinating with design Departments and Sections to validate man-hour estimates, project durations, outsourcing requirements, expert input, etc. for proposals for design projects, as needed
  • Review project costs and challenge project cost assumptions to ensure that project costs are competitive to increase the likelihood of winning the project
  • Support the coordination with respective Resident Managers for the incorporation of project margins and contingencies into the final pricing
  • Coordinate the packaging and submittal of proposal packages as per client instructions, as needed
Required Qualifications, Skills and Competencies
  • Bachelor's Degree in Civil/Transportation Engineering
  • Minimum 3 years of experience in proposal development in Civil, Transportation related projects
  • Knowledge of all aspects of proposal development including technical and commercial proposals
  • Strong organization and time management skills
  • Excellent estimation and scheduling skills
  • Excellent technical writing skills
  • Strong communication skills
  • Strong interpersonal and leadership skills
  • Proficiency in spoken and written English and Arabic
