The Shelter Field Officer will support the implementation, field supervision, monitoring, assessment, documentation, coordination, and reporting of shelter projects. The position will report to the Project Manager and work closely with project management, PDQ, MEAL, People & Culture, field teams, safeguarding and AAP focal points, and department heads.
1. Project Implementation & Field Supervision
Support the implementation of shelter projects in accordance with approved work plans, project objectives, technical standards, and donor requirements.
Conduct regular field visits to monitor project progress and ensure activities are implemented according to approved quality standards and timelines.
Follow up with the Project Manager and/or Senior Shelter Officer regarding project implementation progress, operational challenges, and required corrective actions.
Identify implementation challenges and recommend practical solutions to improve project performance and efficiency.
Supervise daily field activities, ensuring compliance with organizational policies, technical specifications, health and safety standards, and humanitarian principles.
Monitor contractors, skilled laborers, volunteers, and community workers, ensuring quality workmanship and timely completion of activities.
2. Field Assessments & Beneficiary Management
Conduct Shelter Assessments, shelter needs assessments, household visits, technical assessments, and Beneficiary Verification in accordance with project methodologies.
Collect, verify, and maintain accurate field data to support project planning, implementation, monitoring, and reporting.
Participate in beneficiary selection and verification processes in coordination with the MEAL team and project staff.
Ensure beneficiary records and supporting documentation are complete, accurate, confidential, and securely maintained.
Identify vulnerable households requiring additional support and communicate findings to the Shelter Program Manager.
3. Monitoring, Reporting & Documentation
Conduct Field Monitoring of project implementation against work plans, indicators, agreed targets, quality standards, and timelines.
Prepare and submit monthly project progress reports highlighting achievements, implementation status, challenges, lessons learned, and planned activities.
Maintain accurate field documentation, including assessment forms, attendance sheets, site visit reports, photographs, and technical records.
Support Data Collection for donor reports, monitoring activities, evaluations, and project audits.
Immediately report implementation risks, delays, safeguarding concerns, or protection issues through appropriate organizational channels.
4. Coordination & Representation
Coordinate closely with internal departments, including Procurement & Logistics, Finance, MEAL, PDQ, and People & Culture, to facilitate timely Project Implementation.
Liaise with community leaders, local authorities, contractors, beneficiaries, and other stakeholders to support effective project delivery.
Attend Shelter Sector Working Group meetings and other coordination meetings as assigned.
Represent the organization professionally during field visits, coordination meetings, and Community Engagement activities.
Support project planning and implementation by providing field updates and technical feedback during internal coordination meetings.
5. Accountability to Affected Populations (AAP) & Safeguarding
Ensure all shelter activities are implemented in accordance with Humanitarian Standards, humanitarian principles, accountability commitments, and organizational safeguarding standards.
Promote meaningful Community Engagement and participation throughout project implementation.
Receive and appropriately refer community feedback and complaints through established feedback mechanisms.
Ensure beneficiary information is handled confidentially and in accordance with data protection requirements.
Uphold Safeguarding, Protection from Sexual Exploitation and Abuse (PSEA), informed consent, and “Do No Harm” principles in all interactions with beneficiaries.
6. General Responsibilities
Comply with organizational policies, procedures, Code of Conduct, safeguarding requirements, and security protocols at all times.
Represent the organization professionally in all interactions with beneficiaries, partners, contractors, and external stakeholders.
Perform any additional duties assigned by the Project Manager, Senior Shelter Officer, or senior management.

Supervisory Responsibility: Volunteers
Works Closely With: PDQ Manager, Project Managers, MEAL, People & Culture, Field Officers, Safeguarding & AAP Focal Point, and Department Heads.
Requirements
Education
Bachelor’s degree in Civil Engineering, Architecture, Social Sciences, Humanitarian Studies, or a related field.
Experience
Minimum of 2 years of experience in Shelter Programming, humanitarian field operations, or a related sector.
Experience conducting Shelter Assessments, field assessments, household verification, beneficiary registration, and Beneficiary Verification.
Experience in Field Monitoring and monitoring project implementation against work plans, indicators, targets, quality standards, technical specifications, and timelines.
Experience in Project Implementation and Field Supervision.
Experience supervising field teams, volunteers, contractors, skilled laborers, or community workers is an asset.
Experience working with NGOs, humanitarian organizations, or donor-funded projects is preferred.
Knowledge & Technical Skills
Good understanding of Shelter Programming, shelter project implementation, shelter assessment methodologies, and Humanitarian Standards.
Knowledge of Shelter Assessments and Field Monitoring practices.
Knowledge of humanitarian principles and Sphere Standards.
Knowledge of Safeguarding, PSEA (Protection from Sexual Exploitation and Abuse), AAP (Accountability to Affected Populations), informed consent, confidentiality, data protection, and Do No Harm principles.
Understanding of community-based approaches and Community Engagement in humanitarian programming.
Knowledge of beneficiary selection, Beneficiary Verification, household assessments, vulnerability identification, and referral mechanisms.
Project Implementation & Field Supervision
Demonstrated ability in Project Implementation according to approved work plans, project objectives, technical standards, donor requirements, and organizational policies.
Ability to conduct Field Monitoring through regular field visits and identify implementation challenges, risks, delays, and corrective actions.
Ability to provide Field Supervision of contractors, skilled laborers, volunteers, and community workers while ensuring quality workmanship and timely completion.
Ability to ensure compliance with health and safety standards, technical specifications, humanitarian principles, and organizational procedures.
Data Collection, Reporting & Documentation
Strong Data Collection skills, including collecting, verifying, organizing, and maintaining accurate field data.
Experience maintaining beneficiary records, assessment forms, attendance sheets, site visit reports, photographs, technical records, and other project documentation.
Strong Reporting skills, including preparing accurate field and monthly project progress reports covering achievements, implementation status, challenges, lessons learned, and planned activities.
Ability to support donor reporting, monitoring activities, evaluations, audits, and project data requirements.
Proficiency in KoboToolbox or other mobile data collection tools is an asset.
Proficiency in Microsoft Office, including Microsoft Word, Excel, and PowerPoint.
