Unit Context: 

The WBG Environment (ENV) Global Department works at the intersection of knowledge, partnership and finance to (i) help countries and companies better manage and grow three real economy sectors, namely forestry and non-timber forest products, fisheries and aquaculture, and nature-based tourism, (ii) help countries and institutions access and deploy the circular economy and pollution management solutions to reduce costs, reduce pollution and enhance competitiveness; and (iii) accelerate delivery of World Bank Group flagship priorities, including M300, AgriConnect, Water Forward, Health Works, etc. by integrating environment management interventions. ENV department does this work by mobilizing and translating global knowledge – across the IBRD, IDA, IFC, MIGA, and external partners – into scalable, investable solutions for capital markets, companies, communities and countries.

The department works through the sectoral, regional, and industry partners within and outside the WBG. Specifically, ENV is responsible for establishing and reinforcing the authorizing environment to unlock the power of natural infrastructure to generate jobs, growth and a livable planet. This means developing the policies and regulations that create a credible enabling environment that attracts private investments and makes public investments cost effective, as well as building the capabilities of the institutions that implement those policies. And ENV acts as a full service accelerator for country and industry operations. This role includes providing access to curated global data, managing knowledge flows to make them actionable, facilitating concessional financing to support innovation and reduce borrowing costs, and deploying specialized technical expertise across environmental issues.

Duties and accountabilities:

The ENV Global Department is recruiting an Extended Term Consultant (ETC) to provide technical, programmatic support to the Global Elimination Program on Polychlorinated Bi-phenyls (GEP- PCB), various pollution management initiatives under the Cleaner Planet Knowledge Platform (CPKP) and support to pollution management operations in Lebanon and Iraq. The ETC will provide specialized technical support in the implementation and monitoring of these programs and operations on the aspects related to the management of chemicals and waste. The ETC will be based in Beirut, Lebanon and carry out the following tasks.

• Provide technical leadership in the design and implementation of chemical and waste management interventions as part of WBG programs including GEP- PCB, CPKP and pollution management operations in Lebanon and Iraq.

• Join preparation and implementation support missions and advise tasks team and clients in addressing various technical challenges.

• Lead and/or contribute to analytical studies on circular economy and pollution management of WBG.

• Coordinate with sector and regional teams, program partners and other stakeholders and provide inputs to develop solutions to scale pollution management operations across WBG.

• Provide specialized technical expert support to task teams on chemicals and waste agenda during project preparation or implementation, as needed.

• Prepare, review and advise on various technical documents, progress reports and other project/ program-related documents and provide inputs, as needed.

• Support preparation and delivery of capacity building and knowledge exchange programs to various stakeholders on Chemicals and Waste.

• Support teams in regular monitoring and tracking of results, as envisaged in the respective program documents.

Selection Criteria

• Advanced degree (Master of PhD) in Environmental Engineering or science or other allied subjects.

• At least 7 years of relevant professional experience in areas related to chemicals and waste, pollution and environment management in an international development context.

• Demonstrated experience of working with World Bank and other multi-lateral development operations.

• Experience in working in developing countries and/or conflict-affected environments is preferred.

• Knowledge of GEF processes and donor funded operations is an advantage.

• Strong written and oral communication skills in English, including the ability to write reports and briefing notes.

• Proficient in Arabic and French is desirable.

• Excellent interpersonal, problem-solving, diplomatic, and team skills, and ability to work with a range of stakeholders to effectively negotiate and build consensus to achieve constructive outputs.

• Familiarity with monitoring and reporting mechanisms including results frameworks and indicators. Familiarity with the GEF reporting cycle will be an asset.

• Collaborative and team-oriented, with the ability to work across organizational boundaries and coordinate with multiple departments.
