Summary
The Deputy Superintendent will inspire a passion for learning in all students by promoting positive relationships, personalized experiences, and a focus on the future. He or she will provide innovative leadership to empower all learners with the knowledge, skills, and dispositions to be ready for their futures. Effective leadership in all areas of finance, operations, curriculum, instruction, and assessment will promote and support a future focus throughout the District.
Essential Job Functions
- Acts on behalf of the Superintendent during their absence for the purpose of maintaining continuity of leadership and representation to family members and community sources as required.
- Collaborates with a wide variety of internal and external groups (e.g. department heads, auditors, community organizations/partners, regulatory agencies, etc.) for the purpose of implementing program components; creating long and short term plans; and addressing organizational objectives.
- Compiles data from a wide variety of internal and external (e.g. school improvement, budget, personnel, needs assessment, etc) for the purpose of analyzing issues, ensuring compliance with policies and procedures, setting goals, and/or monitoring program components.
- Develops program needs based on significant changes in education, current trends, regulations and state-of-the art developments (e.g. teaching/learning, professional development, etc) for the purpose of evaluating alternatives, and developing and implementing changes.
- Develops a wide variety of documents and presentation materials, independently and/or through delegation to other personnel (e.g. plans, proposals, policies, budgets, grant opportunities, procedures, forms, etc.) for the purpose of implementing and maintaining services and/or programs.
- Develops training options and/or improvement plans for assigned staff (e.g. Building Leaders, Directors, school board, etc) for the purpose of ensuring best practices, efficient, and effective operations of the district.
- Monitors assigned programs and/or department activities (e.g. student discipline, live data dashboard, instructional management, accountability, etc.) for the purpose of ensuring that performance objectives are met within budget and in compliance with established operational practices.
- Oversees academic programming (e.g. implementation of curriculum, regular progress monitoring, quality continuous improvement, accountability processes, etc.) for the purpose of providing strategic leadership to ensure student progress evaluation is used to make programs and services more effective.
- Participates in a wide variety of meetings, workshops and seminars (e.g. parent concerns, state department, civic organizations, committee meetings, regular and special board meetings, etc.) for the purpose of conveying and/or gathering information required to perform functions.
- Presents information on a wide variety of topics (e.g. school improvement, policy, accountability, data, etc.) for the purpose of conveying information, gaining feedback and/or making recommendations regarding district services.
- Recommends solutions to a wide variety of complex issues (e.g. student discipline, accountability, current issues, changes in state guidelines, etc.) for the purpose of addressing the operational needs and educational responsibilities of the district.
- Researches a wide variety of topics for the purpose of ensuring compliance with regulatory requirements and established guidelines; securing information for planning; and/or responding to requests.
- Responds to complex and critical reports and inquiries from a wide variety of internal and external sources regarding development, implementation and evaluation of assigned programs for the purpose of identifying relevant issues and recommending or implementing action plans.
- Supports the Superintendent, Board, and department administrators for the purpose of developing and implementing services and programs and achieving operational goals.
- Oversight of all functions of District curriculum, assessment, and instruction.
- Direct support and oversight of Pre-K through grade 12 schools.
- Oversight of continuum of academic supports in coordination with the Executive Director of Special Services.
- Ensure effective and aligned educational programming for Pre-K through grade 12 schools.
- Oversight of District career readiness priorities and goals.
- Oversight of instructional functions of the District Technology Department.
- Oversight of all functions of District Federal Programs.
- Oversight and leadership for Building level administrators.
- Oversight of afterschool programming.
- Coordinate monthly leadership meetings.
- Coordinate summer school programs and oversee summer school directors.
- Provide oversight and effective leadership for extra-curricular and co-curricular activities as a critical component to the promotion of a positive community culture, in collaboration with the Assistant Superintendent of Human Services and Quality Improvement.
- Collaborate with the Assistant Superintendent of Human Services and Quality Improvement to effectively coordinate parent, community, and booster groups.
- Collaborate with the Assistant Superintendent of Human Services and Quality Improvement to provide effective leadership and oversight of the District's Comprehensive School Improvement Plan (CSIP).
- Ensure the Building and Department level improvement plans align with and execute the District's Comprehensive School Improvement Plan (CSIP).
- Lead and model a system of continuous improvement utilizing models such as the Plan, Do, Study, Act (PDSA) structure.
- Coordinate and verify compliance with all aspects of the Missouri School Improvement Plan (MSIP).
- Support District Professional Learning programming and ensure alignment with District CSIP in collaboration with Assistant Superintendent of Human Services and Quality Improvement and the Professional Development Committee.
- Communicate openly and effectively with students, community, and district personnel.
- Understand community and district power structures, local norms and values, and economic factors that shape the community.
- Commit to personal and professional growth by staying abreast of local, state, and national trends and research through professional collaboration and reading.

- Implement all policies and statutes as determined by various governmental agencies, the Missouri Department of Elementary & Secondary Education (DESE), and the local board of education.
- Assist with the human resource functions of recruiting, screening, interviewing, selecting, and orienting of personnel.
- Coordinate efforts to monitor school culture through two way feedback processes. 29. Coordinate Office of Civil Rights (OCR) data collection.
- Supervise and coordinate District Core Data and MOSIS processes.
- Implement school and department budget guidelines and coordinate the involvement of key individuals in the review and development of the budget for schools and departments.
- Coordinate the District's discipline review process for extended disciplinary actions.
- Performs such other tasks as directed and assumes other responsibilities as assigned by the Superintendent.
Qualifications
- Specialist degree or higher (doctorate preferred)
- Building-level administrative experience preferred
- Central Office level administrative experience preferred
- Must have at least 5 years of experience in school administration
- Must hold Missouri Superintendent Certification
- Must be willing to conduct training for District personnel
- Must have experience with comprehensive school improvement: experience with Baldridge model for continuous quality improvement or similar continuous models preferred 8. Computer expertise required
Skills and Abilities
Language
This position requires strong written and verbal communication skills. Must have sufficient reading skills to interpret educational, scientific, and technical journal articles, financial reports, Board policy, government guidance and regulation and legal documents.
Computation
Will need the ability to do basic mathematical calculations and apply concepts such as fractions, percentages, ratios, and proportions to practical situations.
Reasoning
Must have the ability to define problems, collect data, verify facts, make valid conclusions, and deal with abstract concepts.
Technology
This position requires basic skills in the use of computers and hand-held devices such as PDAs and phones.
Additional Skills and Abilities
This individual must have strong interpersonal and communication skills. Also, must be able to keep information confidential when required by law, policy, or a particular situation.

Attendance
Attendance is an essential function of the job. The individual may occasionally be asked to work irregular or extended hours. This position will require occasional travel among District buildings and in the community.
